With the development of socialist market in china, the private enterprise has been greatly prosperous. Although it has been greatly prosperous, it is restricted by the phenomenon of employee turnover, which constricts its further development, especially in shaan'xi province. And so employee turnover is paid great attention by researchers and managers. The paper further consummates the model of employee turnover decision-making at the basis of other researcher's conclusions, drawing conclusions that individual, intuition and society8 are the real factors, which together further contribute to the employee turnover decision-making. That is to say, the three factors fundamentally determine the factors of decision-making: motivation anticipated income and anticipated cost, which ultimately determine which decisions they will make. Based on the theories, the paper indicates the proportion each factor contributes to the turnover decision-making by investigating about private enterprises in shaan'xi province. The paper divides all the factors into three kinds and draws conclusion that individual factors are not evident in employee turnover, but intuition factors and society factors are the main factors which decide whether employee will leave. And so we can draw conclusions those employees in shaan'xi private enterprises pay more attention to salary and welfare, the chance of future development, fairness of distribute and circumstance, etc.accordingly the paper puts forward the effective countermeasures on the controllable factors of enterprise. On one hand, enterprise should make effective stratagem of engaging and offer salary and welfare, on the other hand, it should help employee construct career program. Finally enterprise should set down institutions and enterprise culture, in order to relive or solve the problem.
