In the 21st Century, state-owned enterprises are independent goods-makers andcompetitors in the marketplace. However, as the investor, the government is not agood monitor, leading to the ill management behavior of enterprises and the loss ofthe investors. Therefore, it is necessary to build a scientific and standardizedperformance evaluation system. The scientific system not only relies on the use of thetraditional financial indexes but also on paying attention to its non-financial indexes.How to organically combine these two kinds of indexes together and evaluateenterprises objectively is a big challenge for entrepreneurs and theorists. The paperbegins with the evolutionary comparison for the performance evaluation betweenChina and western countries, guided by systematic theory, performance coefficientmethod, subject factors evaluation method and some other scientific methods. It usesas the reference the results of the research and study on enterprises' performanceevaluation from China and foreign countries, based on profoundly analyzing thedevelopment history and status quo of the above mentioned system. From the angle ofinvestors, the paper considers many factors of affecting the said system, and trys tofind the existing deficiency of the present system through the deep study on theproblem of our enterprises' performance system, gropes and puts forward one set ofstate-owned evaluation system suitable for our present situation to promote theestablishment and perfection of our enterprises' performance system as soon aspossible.
