In the 13 th five-year Plan for Economic and Social Development,the civil explosive enterprises not only need to face the the dilemma that monopoly mechanism is broken gradually,but also to solve exposed problems of their own business process.HN civil explosive follows the current central and Hunan provincial enterprises financial performance evaluation system on itself and subsidiaries.As a state-owned enterprise under the management of the SASAC in Hunan Province,how to optimize the financial performance evaluation system from the corporate strategy and its own short-board level,to improve the financial governance of the company,motivate and restraint mechanism for the business operators,it is of great significance to guide the company of connotative development.This paper first evaluates the financial performance of HN civil explosive,and analyzes the existing problems of financial performance evaluation system in order to understand the current financial performance evaluation system of the company as a logical entry point.Secondly,combined with the HN civil explosive strategy and the characteristics of the civil explosive industry,the introduction of the economic value added rate,inventory turnover rate,the two expenses accounted for the ratio of current assets and other indicators,delete the capital rate of return,non-performing asset ratio,current assets turnover rate,interest rate debt ratio,And then use the analytic hierarchy process to focus on the optimization of the weight,and assign different weights according to the importance of each index.Then the longitudinal value of financial data and the financial value of subsidiary companies were selected,and the indexes were evaluated quantitatively according to the efficiency coefficient method.The effectiveness of the new financial performance evaluation system was demonstrated by comparing the financial performance before and after the optimization and analysis.Finally,it gives advice to promote financial performance for managers.It analyzes the obstacles that may be encountered in the implementation of the new financial performance evaluation system and the implementation guarantee of the new financial performance evaluation system.In the past,the research on the financial performance evaluation system has focused on the improvement of the financial performance evaluation theory,and even the research on the financial performance evaluation system has little involvement inits application promotion in the civil explosive enterprise.This paper demonstrates the applicability of the new financial performance evaluation system to the HN civil explosion,and also gives suggestions on how to improve the financial performance of HN civil explosive.In order to meet the requirements of the capital management and promotion of value,as well as the civil enterprises evaluation of strategic transformation and upgrading situation of completion,and it provided some reference ideas.
