The reform of state-owned enterprises is the focus of the whole economic system reform. In recent years, the reform of state-owned enterprises has made new progress. The functions of government from those of the enterprise have been separated to a deep degree and national economic distribution and structure has been improved as well. The Stock system reform has been accelerated and the construction of modern enterprise system has advanced step by step. Then enterprise whole quality has been elevated remarkably and economic profit has been increased a lot, which contribute to Chinese economic development and social progress. Many research showed the reform of human resource management system is the key point of internal reform after modern enterprise system has been established. In China, how is the reform of human resource management system going? What are the key factors of its success? How do these factors work? How can we evaluate whether the reform of human resource management system is successful? All these questions constitute the basic questions of the reform of human resource management system.In this thesis, on the basis of document survey, we regard P&G's human resource management level as the reference and conclude the model human resource management main characters. Our object is the reform of human resource management system in Guangdong China-mobile, compared with the model enterprise to find out its disparity, looked into the key factors which affect its process and period,we pointed institute some politics and measures to improve the success rate of reform of human resource management system of state-owned enterprises.Guangdong China-mobile is s typical state-owned enterprise, whose reform process of human resource management system have some representiveness. In a word, our research have certain practice sense and theory sense.
