Market oriented reform in monopoly sectors is an essential part of market construction of China. Most monopoly sectors are relevant to state's economic lifelines , national economy and people's livelihood so the market oriented reform in monopoly sectors is to be a difficulty in the State's reform progress. With the guideline of "Notice on issue of proposal on power sector reform "(document of State Council (Guofa (2002) 5th)issued in February 10,2002), the market oriented reform in power sector has been carried out. At present.China is implementing construction of power market of "great region" and the construction of power market with provincial level is still under discussion. On January 6, 2004, the system reform to separate power generation from power grid in Inner Mongolia power was implemented. As a mega State-owned enterprise, Inner Mongolia Power (Group) Co., Ltd.(IMPC) undertakes the production, management and construction of Inner Mongolia Power Grid and rural power, and the united dispatching of West Inner Mongolia Power Grid. The three main business of construction and management of power grid, building the power construction companies more powerful and more competitive and involving in the construction of power generation projects have been embarked as the company's target.Inner Mongolia Autonomous Region Power Grid is consisted of two parts, West Inner Mongolia Power Grid, Lulunber and Xingan Power Grid. In which 500kV mainstay frame has been formed in West Inner Mongolia Power Grid, starting from Wuhai in the west, connecting Baotou in the north, Zhunger in the south and Wulanchabo in the east. 220 kV connection between Hulunber and Xing'an power grid was completed. At present, the total assets of Inner Mongolia Power (Group) Co., Ltd. amounts to RMB25.8 billion yuan, with 43 subsidiary sectors, 24780 employees. By 2004, EMPC's power sales amount and sales income hit 43.703 TWh and RMB 11.624 billion yuan.
