Being accompanied by reform, economy run by private citizens, which is recognized as an important part of socialist market economy, has ever made great contributions to accelerating the continuous, fast and healthy development of national economy in the past twenty years.15th conference of the Party has put forward that basic and economic system of primary or initial stage socialism in China is that economy of different modes of ownership, which is composed mainly of public ownership, should be developed side by side. Furthermore, 16th conference of the Party has set forth that economy of non-public ownership should be encouraged, supported and developed without the slightest hesitation. Every development and promotion of economy run by private citizens not only is accompanied by reform of Chinese economic structure, but also reflects the developmental process of economy run by private citizens. It also symbolizes continuous optimization of developmental environment in economy run by private citizens. Taking a panoramic view of development of economy run by private citizens in China, enterprise run by private citizens has grown up in a special environment. During more than 20 years, being a new economic pattern after reform and opening to the outside world, economy run by private citizens in Yanbian Autonomous Prefecture has developed steadily and played an important role in contributing social, economic and cultural development in Yanbian Autonomous Prefecture. However, compared with other region , it still has some problem. For this reason, economy run by private citizens in Yanbian faces opportunities and challenges. That ' s to say, how to seize an opportunity and make remarkable achievement and how to face reality and approach its own problem have a great deal to do with whether Yanbian Autonomous Prefecture will fulfill the aim of comparatively well-off societyin an all-round way.Centering on the theme-developmental environment of economy run by private citizens in China, this paper made an attempt to illustrate separately the outline, developmental progress and characteristics of economy run by private citizens. It pointed out the position and function of economic development in Yanbian, China as well. On the basis of this problem, this paper gave an actual or concrete analysis of its own problem and put forward some constructive proposal so as to emancipate the mind, update ideas and realize that economy run by private citizens is important and urgent from the strategic point of view. Its aim is to transform functions of a government, provide outer environment for development of economy run by private citizens, also to make its own problem better, promote its own position and maximize the potential in building up comparatively well-off society and full-scale invigoration of old industrial base.
