Based on the three models of Enterprise Life Cycle Theory, the enterprise life cycle can be divided into 5 stages and 3 types. Although there are some differences between these stages and types, jet it is important for enterprises to strive to and to have the ability to realize "transformation" through creativity, so that they could maintain their sustainable development. Since the Opening Policy in 1978, civilian-run-enterprises in China have fully developed and entered another stage of development at high speed. But then, they have been playing a more and more important role in socialist economy, becoming the crucial part of socialist market economy. However, because of the development of times, the new situation faced by socialist economy and limitation caused by their various internal elements, civilian run enterprises nowadays are characterized by their short cycle, frequent change, high-rate death and fewer transformed civilian run enterprises. So it is very urgent and necessary to make and realize the creative strategies and to promote the development. In view of the further development of world economic globalization and drawing lessons from successful experience of sustainable growth is other countries, we should the following aspects into account: creativity is notions is the pioneer; creativity in system is the guarantee; creativity in management is the method; creativity is technology is.the kernel; and creativity is culture is the spirit support. What's the most important, only if we unite all the five creativities and coordinate our efforts can we make the civilian run enterprises revive and realize the target of sustainable growth under the new developing conditions.
