China's Reform Of The Postal Savings System Mode Selection

Since its resuming in 1986, China Postal Savings have expanded steadily. By now, the balance of postal savings from residents in cities and rural area ranks the 5th among domestic state-held commercial banks. China Postal Savings have taken an important place in Chinese individual financial industry. However, the rapid growth of China Postal Savings has brought a series of problems in monetary policy implement, rural economy development, and the central bank's supervising at the same time.The new financial situation of China's acceding to WTO and progressive opening of domestic financial market demands reform actions for interest rate market, financial free competition and financial system. Since China Postal Savings system witnessed not suit to the progress of financial market, it is also demanded to change its system and business pattern at the same time with the deep reform of national financial system. From the other hand, the postal savings progresses in other countries of the world have given an inevitable trend to the reform of China Postal Saving.This paper reviews the historic progress of China Postal Savings, analyzes its present situation and existed problems, compares some system patterns in other countries, and then decides the reforming model for China Postal Savings system. The paper consists of five parts: the first, summarizing the existed various disputes and documents about postal savings system reform, and pointing out the new viewpoints in this paper; the second, analyzing the theories that the paper based on ;the third comparing the different system patterns of France, Netherlands, Germany and Japan, the forth ,relating the historic story of China Postal Savings, and analyzing the forming of its system; the fifth, sizing up the existed problems of China Postal Savings, and putting forward the necessity of its system reforming; the sixth, studying and discussing the various reforming plans for China Postal Saving system and forms of postal savings banks in academic circles and financial field, and offering the experiences that could be used in China's postal savings reforming; making a choice of ideal reforming pattern for China Postal Savings system and ideal form for the future postal" savings bank, and relating the necessary associated measures with the implement of China Postal Savings system reform as well.
