Up to now, the postal saving is still run mixed with the post service in China. With no complete manage structure, just the debts accounted by the postal saving department, it accounts nothing like plant assets, salary, running costs and so on, which are all under the charge of the financial department of the post bureau. Started not soon, with simple business and running together with the post service, being just one department under the post bureau, China Postal Saving is always a bit part in the banking business. Yet, with the developing sum of deposits, with sustaining actions against rules by some postal saving branches, China Postal Saving lays larger and larger pressure to the government and other banks, and it gets more and more attentions from the experts and scholars. To guide the reforming of China Postal Saving, experts study a lot on the postal saving systems in other countries. They get the conclusion that China Postal Saving shouldn't been broken away from China Post totally, especially in the resent months. At the same time, experts suggest the major business of the future postal saving bank should be capital wholesale in the cities, retail in rural area and the fee & commission.With the increasing speed of the amount of the self-manage capital so fast, and the beginning of small loans all-around, existing accounting system of China Postal Saving couldn't guarantee the need of the new business's capital managing nor the risk control. Further more, it's not able to record the business affairs and finance actually, not able to meet the need of annual financing report. In this way, the business effect would be hidden, risk of business be concealed, governor from China Banking Regulatory Commission (CBRC) be blocked.
