China's Urbanization Process In The Small Towns Strategy

Urbanization is the only way to develop world economy and accelerating the urbanization is the objective demand of economic and social development in China. Chinese real urbanization is beginning from foundation of new China. Concerning the development model of urbanization, the thought, emphasizing on developing Small city and towns, may date from 1950s. At that time, Mao Zedong realized that China is a big agricultural country; for small-scale peasant economy, the growth rate of producing grain is great lower than one of demand. Not only transferring rural labor force, but also shortening the course, we can not duplicate the road of the West, so Mao Zedong tried other roads. After reform and opening, Chinese government put forward the strategy of emphasizing on developing Small towns. Because of correcting left-leaning mistakes and carrying on a series of policy, Small towns develop greatly. The strategy is both positive and negative. Small towns play an important action to accelerate Chinese urbanization, but controlling excessively big cities leads to strengthen the duality of urbanization. Now situation changes, so strategy should also change. China's way to urbanization is the development of big medium and small cities together with Small towns. It is a scientific choice. The paper emphasizes on the integration of history and theory and tries to explore the experience and lesson of the strategy through analyzing the developing course of Small city and towns and strategy after foundation of new China.
