In general, this thesis is targeted at the rural social security system in our country from the macro point of view. The social security demand of the society and the nature and function of the security system constitute the value of rural social security system. That is the radical reason why we should set up the rural social security system. So this thesis starts with the research on the value of rural social security system and studies more profound problems step by step. It is of the opinion that the establishment of rural social security system is indispensable to solve many of the economic and social problems of our country at present.History is a mirror of the present. We must have in-depth acknowledge and thought on the evolution history and the current situation of rural social security system so as to establish a brand-new one. In this process, thesis doesn't only investigate the evolution history of rural social security system, but also comprehensively examines the current situation on the historical basis. It comes to the conclusion that the existing system is attacked by the problems of stereotyped form, poor security function, narrow coverage and poor management, etc. However, just recognizing the problems is far from enough. So this thesis makes further research on the reasons for those problems and commits discussion both theoretically and practically. On that basis, this thesis holds that land security and dual economic structure are the fundamental reason why it is hard to achieve progress in the construction of rural social security system in our country. So Chapter III makes more detailed and deeper analysis on land security and the dual social security structure.The thesis confronts land security with query on one hand, and on the other hand draws a conclusion that the so-called land securitycan no longer meet the social security needs of the numerous rural residents. This conclusion is drawn on the basis that the welfare performance of the land has been dropping and that the security function of the big families, which is the organizational basis of land security, has been reduced. As to the dual social security structure, the thesis first makes an analysis on the structure itself, then investigates the rural social security standard and situation in our country, taking the 3 indexes of quantity, quality and efficiency as measure, and finally comes to the conclusion that the rural social security standard in our country is low with slow development and poor efficiency.Examining the history, analyzing the status quo and searching for the causes are for the purpose of furthering the understanding of rural social security system and on that basis, achieving unanimity on the restructure of rural social security system. With the objective of establishing a new rural social security system, we have to study the conditions related to the construction of the system, that is, the feasibility study. The thesis intends to start with comparing and analyzing the various conditions when other countries and areas established their own rural social security systems, use the related conditions in other countries and areas as reference, and make them the reference and basis of the establishment of our own. After acquiring the related reference data, this thesis directly investigates the feasibility of the establishment of rural social security system. It is carried out in two aspects: one is the impact of economic factors on the establishment of the system, i.e. the economic feasibility analysis; the other is the impact of non-economic factors which is called non-economic feasibility analysis here. After the comparing analysis and feasibility analysis, it is believed that our country has been possessed with the conditions to establish the proper rural social security system.The exploration of how to develop the new rural social security system in our country is the destination of all researches. But as constrained by the factors of length, knowledge and data, the thesis only provides some macro system design and the development direction here. First, the rural social security system should be developed in accordance with the national conditions, including economic and social development status quo, people's views and security traditions. Next, the thesis puts forward the guiding thought and general principles for the establishment of the system based on the national conditions, and clearly sets forth the idea of establishing the transitional rural social security system. Then, the thesis makes explanation and analysis respectively on the existing security types, hoping to find the proper components of the rural social security system that is suited to the conditions of the country. At last, the thesis puts forward the objective mode and transitional mode of the establishment of the system at the macro level. The objective mode is the development direction of the transitional mode, and the transitional mode is a necessary stage of the objective mode. Only when establishing the vigorous transitional mode that is suited to the national conditions and achieving development, can the objective mode be possibly realized in the self-evolution of the transitional mode. In order to realize the transform and evolution of the transitional mode, the thesis specially designs two system accesses to make land security able to intrinsically relate to the social security in new sense and the rural social security systems at all levels in different areas to reach mutual improvement and mergence and achieve the urban-rural uniformed social security system eventually.
