The Establishment And Perfection Of Our Country Minimal Life Security Policy

With the deep development of social and economic system reform, on one hand, our traditional living security system for farmer based on collective economy and land, has no longer adapted to the requirement of new era, leading to many problems. On the other hand, after the entrance of WTO, our agriculture confronted great challenge; the farmer will endure more market risk. The impact of this risk in certain period will deepen the problem of country property, making a proportion of farmers unsettled, and no living security, which affects the development of our social stabilization and socialist economy.On the basis of the fifth census communiqué, the population of town residents is 455,940,000, it amounts to 36.09% of the total population; and the population of country residents is 807,390,000, it amounts to 63.91% of the total population, The country residents take a large proportion. This means the newly establishment of the lowest country living security system, which has great significance in theory and practice on the establishment of socialist modernization with Chinese characteristic, the perfection of socialist market economic system, the construction of new socialist country and socialist harmonious society, and the maintenance of country stability.The paper presents the basic theory of the lowest country living security system illustrate the necessity of establishment of this system and analyses the present situation of it, puts forward some proposal of perfecting it, grounded on the security of basic citizen rights and maintenance of social stability, promotion of economic development, and from the following five aspects: including enlarge the channel of fund-raising , set up the system of fund account auditing, enhance the construction of legal system and social service, highlight the personnel training.
