High-tech Industry as knowledge and technology-intensive industries plays an important role in the development of social economy. On one hand, High-tech Industry is an economies of scale and imperfect competition industry, and need a large market to support its’development, and international market is essential when the domestic’s market cannot meet the need. On the other hand, High-tech Industry export as an important part of the trade plays a key role in the development of modern trade. What’s more, High-tech Industry trade will deeply affect the domestic trade structure, industrial upgrading and the social and economic development, the development of high technology industry of foreign trade is imperative.The importance of High-tech Industry makes it be the focus of a lot of states. As it is a high investment, high risk and high return industry, Government’s support policy is essential. In order to develop high-tech industries, countries are scrambling to adopt various policies. Among the many support policies, export tax rebates and government R&D subsidies to be universally adopted. And then this two policies’ mechanism and the effect become the focus of academic research. As widely considered, there are some different and similarities between this two policies. Thus, its theme is to compare the effect of this two polices and two know which is better. It based on the theoretical analysis and the series data of 1995-2014, and then use the math of ECM model and cointegration, and export and export competitiveness as the index to test the effect of this two policies.The study found that export tax rebates and government R&D subsidies are both significant to the export and export competitiveness of High-tech Industry. Thus export tax rebates and government R&D subsidies are able to promote the development of High-tech Industry. And what’s more, the effect of government R&D subsidies is better than export tax rebates. Thus, its thinks that government R&D subsidies should be the main support policy to promote the development of High-tech Industry, and the export tax rebates as aid. And the government should supply more R&D subsidies. Furthermore, with regard to the specific of the High-tech Industry, it should establish a system and various policies to promote the development of High-tech Industry, so that it can prevent the evils of a single policy. |
