The high-tech industry plays an important role in China’s manufacturing industry restructuring and upgrading and the sustained high-quality development of regional economy due to its obvious characteristics of high R&D investment,encouragement of technology and knowledge innovation,knowledge and technology-intensive,and strong driving force.As a typical innovation-driven industry,the R&D efficiency of the innovation process in the high-tech industry has a decisive significance for the overall high-quality development of the industry.The R&D capabilities of the high-tech industry directly determine its development level.Therefore,studying the production efficiency of the high-tech industry in the innovation process is of great significance for exploring whether the high-tech industry can achieve high-quality development and the overall development quality of the industry.In addition,the support and guidance of governments at all levels have a great influence on the direction and height of the development of the high-tech industry,and government subsidies is the most commonly used policy tool of the Chinese government in promoting industrial development.Government subsidies can not only effectively alleviate the uncertainty faced by enterprises in the development process,but also effectively attract multinational enterprises to invest and build factories in the region,promote further improvement of the regional industrial environment,guide the clustering activities of industries in the region through knowledge and technology spillovers,improve the externalities of the industry,and stimulate the innovation vitality of the industry.However,how much help the Chinese government’s government subsidies policy can provide in promoting the efficiency of industrial innovation in the development process of the high-tech industry,and whether this help will vary due to certain differences within or outside the industry,remain to be explored.Therefore,it is necessary to explore the development quality of China’s high-tech industry and analyze the impact and mechanism of government subsidies on the development process of the high-tech industry.Based on previous research,this article presents a theoretical elaboration on the impact mechanisms of government subsidies on industrial innovation efficiency.By taking into account the heterogeneity of both the internal and external environments of the industry,this paper explores variations in the effects of government subsidies on industrial innovation efficiency across different contexts and advances testable hypotheses.After collecting and organizing high-tech industry data from 30 provinces in China from 2009 to 2020,this study used a three-stage DEA model to measure the innovation efficiency of high-tech industries in these regions.Descriptive analysis was conducted to explore the spatial and temporal differences in the innovation efficiency of high-tech industries across different regions.The results indicate that the overall innovation efficiency of high-tech industries in China is on the rise,but significant differences exist among regions.The eastern region performs significantly better than other regions,and the difference in comprehensive innovation efficiency among regions is mainly due to differences in scale efficiency.Based on the above analysis,a Tobit panel regression model was employed to investigate the positive impact of government subsidy on the innovation efficiency of high-tech industries and whether this impact is moderated by regional location,specialization degree of industry agglomeration,ownership structure of the industry,and the willingness of the enterprises to innovate effectively.The research findings are as follows:(1)Overall,government subsidies have a positive impact on high-tech industries.(2)Compared with the eastern region,the positive impact of government subsidies on the innovation efficiency of high-tech industries is more significant in the central and western regions.(3)Specialized agglomeration externalities have a positive moderating effect on the relationship between government subsidies and innovation efficiency.(4)The incentive effect of government subsidies on non-state-owned enterprises is greater than that on state-owned enterprises.(5)Government subsidies have a greater incentive effect on enterprises with strong innovation willingnessFinally,based on the research findings,this paper puts forward the following policy recommendations for the innovation development of high-tech industries:(1)To improve the quality of high-tech industry development in the central and western regions,leverage government subsidies to promote high-tech industry development,improve the urban business environment,increase urban attractiveness,proactively introduce various innovative elements,and improve industrial scale efficiency.(2)Promote industry agglomeration and establish specialized industrial parks to gather enterprises in the same or related industries through various preferential policies,enhance cooperation efficiency,achieve technological innovation and sharing,and enhance the overall innovation capability and market competitiveness of the industry.(3)Vigorously develop the private economy,relax market access,and provide more development opportunities for private enterprises.Meanwhile,strengthen market supervision,ensure fair competition,and promote the healthy development of the market.To address the problem of difficult financing for private enterprises,the government can introduce preferential financing policies to reduce the financial constraints on private enterprises.(4)Enhance enterprise innovation willingness.Establish an innovative incentive mechanism,strengthen the cultivation of innovation awareness and capabilities,and improve the overall innovation quality and atmosphere of the industry. |
