A Study On The Coordination And Supervision Of Local Government In Combating Fake And Inferior Commodities

Nowadays, the overflow of the fake and inferior commodities disrupts our domestic economic order seriously. This phenomenon is a big threatens to the vital interest, the health and the property of the consumer. Meanwhile, this kind of commodities results in the waste of both natural resource and social resource, which will absolutely influence the international image of our country. In the recent years, the related authorities pay much more attention and take the necessary actions to against the fake and inferior commodities, but result is not ideal as expected. Therefore, it is significant for us to discuss how the government can play the regulatory role to against the fake and inferior commodities.This paper is based on the Asymmetric Information Theory, Break Pane Law, Seamless Government Theory as well as the Synergy Governance concept, and using Literature Research, Case Study, Comparison Analysis, Questionnaire method to research. In order to emphasize the necessity of the government coordinated regulation, the paper discusses the research background, significance, and document literature. At the same time, analyze the current anti-fraud model in our country, the related functional department’s development history, and factors which influence the government coordinated regulation implementation during the anti-fraud process. Take Gaoyou as an example, and detail introduce the Gaoyou market supervisory authority development and how it implement the "Three in One" anti-fraud supervision model. Base on this, the paper summarizes the existing problems and reasons of anti-fraud model in Gaoyou as follows:age structure is too old and staffs need to improve; judicial intervention is not enough and law enforcements need to complete; government support and social supervision power are not that much to implement; related department abuses the authorities; local government intervened to much. All these play the role as the practical evidences to support the paper’s theoretical demonstration. Based on the theoretical and empirical research, this paper proposed the following suggestions:complete the law enforcement and anti-fraud system; improve the scientific and technical level; improve the government supervision system; take the use of government supervision to discipline enterprises themselves; utilize the social resource to anti-fraud completely; refer to the international advanced practices etc.
