In this study,by using the theory of purchasing decisions, system analysis and research on the important influencing factors of raw material procurement and decision under uncertain market environment, through the example analysis analysis to obtain high quality procurement of selected programs and procurement strategy, is aimed to increase the quality of purchasing decisions for the enterprise, and to improve the level of enterprise management.The analysis of the current commodities procurement of xx company. First, macroeconomic environment analysis of the impact of procurement, analysis of the existing problems in turn from the macroeconomic situation, domestic policies, resources and environment, social culture, technology and environment etc.The second analysis of the environmental impact on the purchase of commodities, including China’s nonferrous metals industry development trend and the problems existing in the competition. Then affect purchasing analysis of the internal environment of the XX company, followed by the company purchasing situation, market research and customer selection, procurement control, settlement, supplier management, human resources and the environment analysis, analysis of the production and business operation environment, accounting environment analysis were introduced and analyzed the existing problems. Finally the main problems existing in the XX company bulk raw materials procurement for:procurement plan according to the purchasing decision process, decision science; purchasing decision process, decision making strategies and market does not match; purchasing decisions in market development is not in place; real purchasing process, process is long, Low efficiency; the lack of supervision and restriction mechanism; the lack of supplier management; procurement personnel lack of professional quality; the lack of effective communication, etc.According to the existing problems were put forward improvement ideas and measures are as follows:including establishment management mechanism of mutual restriction and supervision, prevent the procurement of the black box operation and decision-making mistakes.
