In recent years, China suffers energy bottlenecks and severe impact of environmental problems in the rising, and the traditional structures of energy consumption are in urgent need of optimization, then the new energy has become the breakthrough of China’s energy predicament. Because of its high economic efficiency, strong reliability, long operating cycle, as well as near-zero emissions and other characteristics, the nuclear power is bound to become a top priority of China’s new energy. Recently, China’s nuclear power industry has been in rapid development, the pace of technological progress accelerates, innovation ability grows, and efforts to build nuclear power brands with independent intellectual property rights, thereby strong competitiveness coming from behind is formed and the nuclear power "going out" is also mentioned on the important agenda, for example, the President Xi Jinping and Premier Li Keqiang also become a senior salesman of China’s nuclear power "going out".On October 2013,the Chairman Xi Jinping delivered a speech entitled "joining hands in building the China- ASEAN community of destiny", pointing out that China is willing to develop a good-ASEAN maritime partnership, and to build "21st Century Maritime Silk Road". In November, the Third Plenary Session of 18 th CCP was held. And according to "CPC Central Committee on Some Major Issues Concerning", the "Silk Road Economic Belt" and "21st Century Maritime Silk Road" consisting of "One Belt One Road" were written in the decision of the session to become a national strategy. Meanwhile, the National Energy Board announced "Service for the implementation plan of scientific development and coordination mechanism of nuclear power enterprises" in 2013, and it’s the first time to propose nuclear power "going out" strategy that it gives directional guidance for the nuclear power enterprises’ "going out", and promotes nuclear power "going out" as an important issue in bilateral political and economic communications between China and the other countries who potentially wants to import China’s nuclear power technology. Therefore, relying on the "21st Century Maritime Silk Road" strategy, China’s nuclear power "going out" ushers in prosperity and development on nuclear cooperation with countries along the Silk RoadAt present, China’s nuclear power "going out" strategy remains the bottleneck of domestic and international constraints, and impedes nuclear cooperation between China and the countries along the Silk Road. Mostly countries along "21st Century Maritime Silk Road" are emerging countries and have the aspirations and potential of developing nuclear power, and the nuclear cooperation between China and these countries have just started. This article is written from this point of start, and transitions to research the status of nuclear power of countries along the Silk Road, then analyzes the status quo of China’s nuclear power, strategic layout of nuclear powers in the region and faced difficulties of China’s nuclear power "going out", finally settles in policy research of China’s nuclear power "going out" that puts forward policy of China’s nuclear power to enter the market of countries along the Silk Road, and promotes China’s transition from nuclear power to great nuclear power.
