The traditional implementation of organizational strategy often only stay in the armchair phase. In the face of the ever-changing market demand, hierarchical organizational structure has been unable to meet the existing requirements. Enterprise system,which is the core of project oriented, has the ability of rapid response and real-time target execution. So the project management is becoming the most important part of the enterprise management. However, the traditional project management has a lot of limitations, e.g. only focus on the implementation of the work of individual projects or different projects, the overall strategic development objectives of the organization’s overall strategy has always been missing a set of effective management measures.In order to make the organization through project management, and actively respond to the rapid changes in internal and external environment, and effectively protect the implementation of the organization strategy between different business entities, enterprises must understand its implementation effect, and to abandon previous project management, such as the short-term interests, or to provide project management monitoring and management and other operational functions, to further explore how to combine the organization strategy, and even to achieve long-term goals of the organization.This research attempts to construct a balanced scorecard based on the concept of performance development in the area of project management. The expectation can be based on the basic structure, the strategic implementation, project management and balanced scorecard to do a more in-depth study and research, and to develop a set of project management balanced scorecard. Through the method of multiple case studies, this paper discusses the practical application of the project management balanced scorecard, so that the project management balanced scorecard can be more suitable for the organization needs, and more flexible.
