The two goals put forwarded the specific time limit and the new era requires for alleviate poverty, it means that the national poverty alleviation and development entering a crucial stage. In 2012, the ministry of commerce determined to fixed-point poverty alleviation ChengBu Miao autonomous county in Shao Yang city of Hunan province, so far, there are 310 China’s State organs carried out fixed-point poverty alleviation for 592 key counties of poverty alleviation and development work. In 2013, ChengBu Miao autonomous county put forwarded in 2017, build a comprehensive well-off society. In the new period, it has profound significance of the ministry of commerce how to use its own advantage to help ChengBu Miao autonomous county out of poverty.Chengbu Miao nationality autonomous county is located in the southwest of Hunan province, traffic congestion, harsh natural conditions, many people are living a poor life. The investment of MOFCOM is not matching Chengbu’s demand. There still exist some problems, such as the Pertinence of MOFCOM’s part policy is poor, it also exists high turnover of poverty alleviation work staff. The MOFCOM should perfect the mechanism as soon as possible, Strengthen grass-roots visiting investigations, understand the Chengbu’s real needs; increasing the blood-making function for poverty alleviation. For chengbu county should establish a long effect mechanism, give full play to the basic party leading role; Adjust measures to local conditions to develop industry, creativity to promote the whole village out of poverty. Through fixed poverty alleviation, the poverty population of Chengbu county is reducing year by year, There is a good start and good historical environment for the MOFCOM fixed-point poverty alleviation to Chengbu county. It is suggested that the MOFCOM’s support measures and tools start from blood-transfusion poverty alleviation and switch to better blood-making function for poverty alleviation. Smoothly finish the goal of building a comprehensive well-off societyIt is widely received that poverty problems has been considered as a major problem during the development of social economy, it not only relates to the stability of the country is more related to the justice of social society. In this paper, use the ministry of commerce fixed-point poverty alleviation for chengbu miao autonomous county as the research object, through comparison before and after the poverty alleviation, advantages, problems and reasons analysis, try to put forward the corresponding countermeasure and the suggestion, provide reference and consulting for the fixed-point poverty alleviation to the ministry of commerce and local economic development.
