A Study On The Social Insurance Of Farmers' Miners

Migrant-workers is a special group, which is accompanied by the economic development in the process of reform and opening up. They have made indelible contributions to China’s economic construction and urbanization. But because of the existing household registration system and under the dominant of the traditional urban-rural dual economic and social structure, migrant workers are still vulnerable groups in China’s labor market. Taking Fuyuan County in Yunnan Province for example, migrant-workers were incorporated into the urban social insurance system identity as urban workers or as farmers in the new rural social insurance system, and they cannot fully enjoy various social security benefits including social insurance, etc. Social insurance can adjust the distribution gap of people’s income、maintain our social stability 、 ensure labor’s reproduction 、 promote the healthy development of national economy,etc. In short,social insurance is the “shock absorber” and “regulator” of our economic operation. Farmer miners is a typical representative among migrant-workers. The two element of the social insurance system with rigid uniformity does not meet the real needs of the farmer miners who are expected to work in enterprises and Integrate into the city life for a long time. So,it’s necessary to improve the social insurance system for these farmer miners.This thesis will take Fuyuan, a coal-rich region in YunNan,as a case,and take the farmer miners who are born in the countryside but live and work in mining areas as a investigation object.They work in the coal mine underground or do auxiliary work overground,but can’t be treated as same as those who have signed a contract with the enterprise.Through the analysis of FuYuan County farmer miners’ characteristics and the present situation of their social Insurance, we found the existing problems and causes of farmer workers’ social insurance,and then put forward some countermeasures and suggestions to perfect the system of farmer miners’ social insurance.Studies had found that improving the system of farmer miners’ social insurance should be focus on the following works: accelerate the reform of the household registration system as soon as possible to get rid of the household registration system;Strengthen enterprises’ sense of responsibility、the enforcement supervision of labor law and regulate private coals’ business activities; Strengthen social supervision, and intensify penalties for violations of enterprises; Improve the endowment insurance、medical insurance and other insurance plans as a whole level; improve the provincial level to realize national co-ordination, and then gradually establish a social insurance system of integration in the country; Strengthen job training and injury rehabilitation;Improve the cultural quality and business skills of farmer miners, and also improve their awareness of rights; accelerate industrial restructuring and upgrading of coal;build a harmonious mining area and a safe Yunnan.
