Plicy Proposal To Promote The Justice Of Dowment Insurance System In Enterprise And Public Institution

With the development of economy, social security system plays an increasing important part. Concerning the people's livelihood, social security system is the foundation of social stability and stable development of the world economy, and the certain claim of building a harmonious society as well. However, as a result of the dual economy system over a long period of time in China, the discrepancy of economy between different regions and industry results in different social security level of the social members and result in unfairness of social security which makes against social stability. In February 27th, premierWen Jiabao indicated the issue of unfairness in old-age insurance system which touched thousands of retired workers. Setting up a fair social security system and provide equal treatment to the social members is an important subject in building the social security system. Firstly the paper theoretically defined the concepts concerned, combined fairness and system and expounded the dependence relationship between fairness and social security system. The paper then stated the reasons for the unfairness by study the issue of the discrepancy between enterprises and institutions. Finally the paper put forward the suggestions of speeding up the endowment insurance reform of institution, providing annuity and occupational pension as supplementary insurance so as to reduce the discrepancy of endowment insurance between the supplementary insurance. It will achieve the fairness of social security and consummate the endowment insurance system and promote the sustainable development of social security.
