With the rapid economic development, energy security issues become more and more prominent for China, especially the growth of China’s energy supply is very slow. In recent years, because of events in Ukraine, Russia was hit sanctions by western country, international oil prices fell at the same time. As a result, Russia has been in energy development difficult for a long time. This has created an opportunity for further cooperation between China and Russia in terms of energy. With global warming, the exploitation of Arctic energy resources becomes more feasible, China and Russia is take the chance of natural geographical advantage to expand cooperation in the Arctic region, which promotes the evolution of the world energy pattern.Energy diplomacy is the main clue of cooperation in the Arctic energy between China and Russia. Therefore, the purpose of this paper is to analysis the achievements and deficiencies of the action in the Arctic energy cooperation taken by China and Russia from the perspective of energy diplomacy. The Arctic has rich resources, especially rich reserves of oil and gas resources in Russia, the huge development value of the Arctic region is attractive to both China and Russia. Energy diplomacy is the behavior of government in China and Russia, due to the Arctic energy cooperation basic by the guidance of the energy strategy of two countries, first of all need is to understand the motivation of China and Russia to master the development of energy diplomacy. For these reason, both China and Russia have willingness in the Arctic energy cooperation. As two big country with influence in the world, the cooperation between China and Russia can exploit the maximum value of the Arctic. Due to the increasing complexity of the world environment, the arctic energy cooperation between China and Russia has also been given a certain political significance. The cooperation between China and Russia in the Arctic region are in the form of rich and varied, especially the Yamal LNG project makes a qualitative change to the energy cooperation between China and Russia. China and Russia’s Arctic energy cooperation has made great achievements in energy production, transportation, science and technology, system construction and other aspects. But the Arctic energy cooperation is still in the primary stage, China and Russia also encountered many problems in the process of cooperation. So China and Russia need to find out the solution to these problems in the process of energy diplomacy. All in all, the energy cooperation between China and Russia in the Arctic region is of great significance, for Chinese, the rich energy resources is a new power for Chinese socialist modernization. Chinese need to establish a set of perfect Arctic strategy to promote the further development of the Arctic energy cooperation between China and Russia. |
