Enterprise strategic planning is based on the external environment and its own conditions and its changes to develop and implement strategies, and according to the implementation process and results of the evaluation and feedback to adjust the process of developing a new strategy.At present, after decades of rapid growth, chinese economy has entered a new stage of medium-to-high growth, Recently, the economic downward pressure increased. In order to cope with the new situation of the transformation of the social and economic structure, Since The eighteen National Congress of the CPC,the CPC Central launched a major strategic decision of comprehensive deepening reform and change the mode of economic growth. In the meanwhile, Engineering design industry is also end of the general growth period, entered into the stage of development bottleneck,transforming the mode of development is imminent.To the the large design institute of KM engineering coporation, it’s under a central enterprises, as hydropower project design for it’s the main business, due to the "Western Developmen" and " Power Transmission from West to East" historic opportunity, through ten years of rapid development,The enterprise scale and efficiency has reached a record high. But hydropower resources are limited, most of the domestic large and medium-sized hydropower projects have been developed, Hydropower design market shrink seriously, the rest of the Hydropower project is not enough to support the development of enterprises. In that case, To research and set the enterprise strategic planning of KM engineering coporation, enable the company to break the current bottleneck and sustainable development is very urgent.This paper introduces the theory of strategic planning and research status at home and abroad, and analyzes the internal and external environment of the company. About the analysis of external environment, especially analyzed systematically for the characteristics of survey and design industry,the basic pattern and competition of domestic design companies, the future strategic control management of Group’s, the basic situation of first-class foreign engineering companies and so on. Then,this paper use PEST Analysis to analyzes the macro environment of KM corporation and to assess development prospect of related industries, pointed out the market opportunities of designing institute during the change of international,domestic and social environment.Then, this paper use Michael Porter’s Five Forces Model positioning analysis to clarifies KM corporation should be taking operational strategies in various business areas. And innovation through “New Five Forces Model” to describes that the five main stakeholder, which is superiors(Group or government), customers, employees, partners and competitors, impact on corporate position and strategic choice of central enterprises.And combined with the actual situation to redefined the vision and mission of company. In addition, the article also analyzes the main competition to KM engineering coporation.About the analysis of internal environment, adequately analyzed the business situation and its changes,organizational structure, enterprise culture, financial capability, value chain, resources and core competencies, the main business units and development status of designing institute.Based on the analysis of internal and external environment of the enterprise, using SWOT analysis method, developed the advantages, disadvantages, opportunities and threats of various combinations should take the strategic plan. And accordingly this put forward the "comprehensive spanning development strategy" and strategic planning for the transformation of KM Institute to the comprehensive international engineering company. On the job strategy, the research put forward innovation of conception, core ability enhancement, talent thriving enterprise and science enterprises strategy; In the direction of transformation this paper defined the direction of focusing on the diversification, key areas Internationalization and business integration; on specific strategy this paper came up with sustainable development measure, organization structure and operation optimization measure, business-focused international market localization management measure, professional and resource integration measure and capital operation measure. At the same time, this paper also puts forward the steps of the implementation of the strategy and the implementation of the strategy.
