Study On Synergistic Utilization Of Heating Energy In Beijing - Tianjin - Hebei Region

Beijing-Tianjin-Hebei region represents the largest and the most dynamic economy agent in the northern China. While the conflicts between energy production and consumption, energy development and environment protection are getting serious when we develop the economy. As north China is cold in winter, the region needs a heating period for 4-5 months, making heating a basic security facility for citizens. As a result, heating energy consumption occupies a large proportion of energy consumption. Promote comprehensive utilization of the excess heat produced by power generation and steelmaking will maximize energy efficiency, reduce emissions and protect the environment. Beijing has basically achieved clean energy heating, but Hebei and Tianjin still use coal as their main heating energy. Beijing-Tianjin-Hebei region encounters hazy weather frequently in heating period, coal heating is to blame. Therefore, heating energy optimization and conservation is an effective way for haze controlling. And only by starting from the integration of energy structure adjustment, energy utilization, and linkage system of pollution control, can we achieve the goal.This thesis bases on the above situations, uses circulatory economy theory, sustainable development theory and coordination theory to analyze the necessity for Beijing-Tianjin-Hebei region to implement coordinated heating. It studies the access of coordinated heating from heating technology and policy measures perspective. The region might use cogeneration, waste incineration, industrial excess heat and abandoned wind power to form a integrated heating method, promoting industry energy conservation by technology development. The only route to achieve sustainable development in Beijing-Tianjing-Heibei region is to tap the potential heating resources and promote its effective utilization by implementing technically feasible, economically reasonable, environmentally and socially acceptable measures.In the meantime, government should perform its duty of overall planning and clear the direction and focus of financial support. It also should implement proper tax incentives, and learn from Denmark to promote the application of new technology and establish demonstration projects.The purpose of the research is to further improve heating technology and management, promote comfortable lives, and facilitate the over-all improvement of the Beijing-Tianjin-Hebei environment, thus achieve cooperated heating and common development, and build a harmonious living environment and beautiful eco-environment of blue sky and green water.
