Hangzhou is currently in the rapid development of urbanization and industrialization period, has obtained the unprecedented development opportunities, but also faces many problems and challenges. With the expansion of cities, business and residential staggered distribution caused by overcrowding, traffic congestion, environmental pollution and other issues. Located in the north of the city of Hangzhou industrial enterprises have moved to the field. Some state-owned enterprises move to the field and then facing the lost of young staff, which has affected the normal production and operation of state-owned enterprises, the quality of the staff, the improvement and the competitive of enterprises in the future.This paper mainly uses the theory of motivation, analysis the current situation of state-owned enterprises. Taking the Zhejiang Blue Peacock Textile Technology Co. Ltd as an example, the state-owned enterprises to change the inherent mode of management, the establishment of 360 degree performance appraisal system, the optimization of the double incentive system, enterprise culture incentive, To strengthen the professional development motivation, cultivate their sense of belonging and sense of mission and work enthusiasm, help enterprises to retain talent, allow enterprises to maintain the vitality of youth, increase productivity, to continue to survive and develop in the competition is now completely in chemical fiber industry.This paper proposes the following solutions:first, enterprises should understand the real needs of the staff, according to the different needs of the staff the targeted to develop different incentive measures. Second, enterprises should establish fair and open performance appraisal system for employees full satisfaction. Third, adhere to the enterprise in incentive both in material incentive and spirit incentive. In this paper, through an example to prove the conclusion of the study, to prevent the loss of young employees to provide some help, hope to have reference function to other similar state-owned enterprises.
