Climate warming has become a popular issue concerned by the world, and seriously affects the production of human life. Land use and land cover changes directly or indirectly affect the terrestrial ecosystem carbon cycle. Existing research shows that land use change is the second reason to increase the content of carbon dioxide and other greenhouse gases in the atmosphere except the energy burning. So from the perspective of land use change research area of carbon balance, to promote the development of low-carbon economy and realize the sustainable utilization of land resources, promote the land use carbon(carbon sink) has important significance.This article attempts to establish links between carbon balance and land use change, calculate carbon emissions and carbon absorption of different land type in Beijing and analyze its influencing factors. Carbon emissions mainly from construction land, calculated using the estimation method based on the amount of primary energy consumption; carbon absorption mainly from farmland, woodland, grassland and urban green space. After calculating the land use carbon emissions and carbon sinks 2009 to 2014 in Beijing, establish land use structure optimization model based on the target of carbon balance, and finally put forward the optimization of land use regulation measures and policy recommendations. The main conclusions are as follows:The number of land-use change in Beijing has such characteristic: cultivated land, woodland, grassland, water land use change showed a decreasing trend overall, construction land and other land showed a rising trend; the land use structure mainly consists of woodland, construction land, the proportion of lawn, garden, water and other land uses are little. In recent years, rapid urbanization, and increasing the construction of the city’s population requires a lot of land for construction, and in the total supply of land unchanged, construction land will be diverted ecological land, so the land use change in Beijing showed an increase of construction land farmland, forest and other ecological land decreasing trend.Based on different land types of carbon emissions and carbon absorption of accounting, obtained Beijing carbon total changes from 2009 to 2014:the land use overall carbon emissions has been reduced of 3.08 million tons, reductions large and reduces greatly, the change is more dramatic; Carbon absorption in general is on the rise, six years increased nearly 120200 tons, among them the largest contribution to the amount of carbon sinks for area is forest; Carbon emissions is far higher than that of carbon absorption, the net carbon emissions is on the decline.(3) Build a linear programming model for optimization of land use structure, based on the target of carbon storage maximum and carbon emission minimum obtain two optimization programs, two sets of optimization results are same. To planning period in 2020, forest land and construction land area increased in different extent, the size of forest land increases larger; Cultivated land, garden land, grassland area have different degree of reduced. The land use structure optimization scheme for the Beijing carbon absorption has good promoting. It can provide a reference for the region’s land use planning adjustments.
