In recent years, China’s economic development has entered a speed shifting period by the high speed entered a high-middle development stage. One of the main reasons of the economic slow down is environmental problem, resource dependent way of economic growth has been difficult to adapt to the needs of the development. Land use carbon emissions as the main economic development is refers to the land use bearing carbon emissions caused by human activity, including energy consumption, agricultural production, waste disposal, etc. This is the root cause of environmental problems such as global warming. This paper comprehensively analyzed the land use carbon emissions characteristics in Hubei province, efficiency of land use on carbon emissions, and land use regulation based on differentiation of land use management research. Specific contents are as follows:First, this paper introduces the related theory and combed the related research in land use carbon emissions. Based on sorting and analyzing a vast amount of literature, from the land use carbon emissions measurement, land use carbon emissions effect analysis, land use structure optimization, the differentiation of land use management, the paper related to the research content and points out the shortcomings that the existing research in measuring system, the efficiency analysis and the corresponding differential land management policy, and determined the direction of further research.Second, the carbon emissions of land use in Hubei province and its space-time evolution are analyzed. Reference the IPCC instructions on the list of greenhouse gas emissions and domestic and foreign related research results related to land use carbon emissions, we built the land use carbon emissions accounting system, including energy, agricultural production, waste, etc. Introducing the decoupling model, we analysed the interaction between carbon emissions and economic growth through decoupling state judgment. According to the carbon intensity in Hubei province, we analyed the land use carbon emission space characteristic and evolution law.Third, analysed land use carbon efficiency in Hubei province based on the theory of the expected output. With the analysis of the production efficiency of the Malmquist index model, compared with other mainland provincial administrative area, Hubei province, give a comprehensive analysis of land use carbon technology efficiency, scale efficiency, and comprehensive efficiency in Hubei province. Using data envelopment analysis method, measure land use carbon emissions static efficiency, according to the different efficiency the cities can be divided into priority development zone evaluation unit, moderate development area, limited development area, which can guide the subsequent differentiation of land use allocation scheme.Finally, build the low carbon land use structure optimization model. Weigh the dual goal, low carbon and economic benefits, according to the results of the partition to determine the differentiation of land use carbon emission control target, using the multi-objective programming built the low-carbon land use structure optimization model, and selected land use structure adjustment scheme for three typical urban. According to the characters of land use, economic development and so on, from the transformation of the mode of land use, improving the efficiency of energy utilization, and improving agricultural production efficiency, we discussed differential low-carbon land use regulation policy.This paper established the regional land use carbon emissions effect analysis framework, built the low carbon land use structure optimization model based on differentiation static efficiency, discussed the regional differentiation low-carbon land use regulation policy, comprehensively analysed the whole and local coordination and interaction of land use carbon in Hubei province. The analysis provide method for improving land use carbon efficiency and carbon reduction from the perspective of differentiation land policy, provide a new train of thought for the land resource configurations in the different areas, and provide. The study has important theoretical and practical significance on enriching the content of the differentiation of low-carbon land use research and developing low-carbon land use management policy.
