| After more than 20 years of research practice, it has been basically reached a consensus that allowing collective management of construction land into market. However, China has not yet formally promulgated the temporary management methods of the rural collective construction land circulation and the relevant policies and regulations are not perfect. What is more, transfer income distribution mechanism has not been established. Building mechanisms is the key issue of land reform in the circulation system, and also a difficult problem. The third plenary session of the eighteenth further clarified that the government should build a land increment income distribution mechanism to balance the interests of the state, collective and individual. It enhanced the urgency of researching this problem.This paper is intended to take "the rural collective construction land" as the research object and "income distribution" as the breakthrough point, use the method of literature analysis, theoretical analysis, policy analysis, field research and so on to study them. On the basis of theory and practice analysis to explore the effective ways to solve the problem. And search for a sustainable collective construction land transfer revenue distribution mechanism, namely which is a market-oriented mechanism and the government through indirect means to adjust income distribution. Finally putting forward the operational policy suggestions to provide reference for government decision-making departments to formulate relevant policies.It has been researched:(1) It is difficult to break through the income distribution problem, only from the cause of the land value increment to discuss its ownership. It should be from the perspective of balancing the interests of all parties’ rights to research it and achieve revenue sharing viable path;(2)Building income distribution mechanism, firstly to study the formation of income and definite the collective business construction land trading premise, the main body, methods and procedures;(3)Whether the formation of income or income distribution, shall be based on property rights, through the market to complete;(4)The state adopt methods of income tax or regulate gold to adjust;(5)Defining the rights group members should temporarily take "domicile" as the basis and the deadline should be decided by countries. |
