Research On The Predicament And Countermeasure Of Industrial Injury Insurance Fund Management In Xi'an

With the rapid development of domestic economic and social development, the rapid development of industry economy, the lack of awareness of safety production, production safety factor is not enough and so on, all kinds of occupational injury incident also followed a relatively high incidence of state. As of 2014, the country to participate in the number of work-related injury insurance reached 206390000 people, 1147000 people identified as work-related injuries. Xian City, the social insurance of a total of 13725700 people, of which the number of work-related injury insurance reached 1429000 people, industrial injury insurance fund income of360000000 yuan, 210000000 yuan expenditure, the fund balance reached 640000000 yuan. This study is based on the current domestic work injury insurance work, combined with domestic and foreign industrial injury insurance fund management experience, the current Xi’an industrial injury insurance fund development and management of the work to focus on the work, in order to improve the development and management of industrial injury insurance fund in Xi’an to provide some strategic recommendations.In this study, the development and management of industrial injury insurance fund in Xi’an city are summarized, the relevant concepts and theories are summarized, the development status of the industrial injury insurance fund in Xi’an, the problems of the management of industrial injury insurance fund in Xi’an, and the six major parts of Xi’an’s industrial injury insurance fund. First of all, the background and significance of the development and management of industrial injury insurance fund in Xi’an, the status quo of domestic and foreign relevant work insurance system and fund management, the research contents and research methods, the innovation and difficulty of this research were analyzed. Secondly, the focus of the work on the industrial injury insurance, injury insurance funds, industrial injury insurance fund raising and management and other related concepts. And the relevant theoretical basis of the industrial injury insurance fund management, the key analysis, for the follow-up study of this paper lay a solid theoretical foundation. Third, focusing on the development of China’s industrial injury insurance system and fund development status, the development status of the industrial injury insurance fund in Xi’an, to find out the current problems in the development of industrial injury insurance fund in Xian City, and provide a basis for analysis. Fourth, according to the analysis, the current Xian city industrial injury insurance in the lack of scientific rate mechanism, the work injury insurance prevention mechanism is not perfect, the fund balance calculation method needs to improve, the fund operation and balance, and other aspects of the system analysis, in order to improve the industrial injury insurance fund management in Xian to provide a further response strategy. Fifth, in view of the current problems in the management of industrial injury insurance fund in Xian, the corresponding countermeasures are summarized. From the point of gradually expand the coverage of industrial injury insurance, and gradually improve the industrial injury insurance overall level, the establishment of scientific and effective rate formation mechanism, strengthen the work injury insurance fund collection and raise the efficiency of the fund utilization, construction of prevention, compensation and rehabilitation of the "Trinity" of the system dimension to improve Xi’an industrial injury insurance fund management to provide strategies. Finally, the whole research is summarized, and the future research directions are described.
