However, we must soberly aware that as the frequent mining accidents and occupational hazards, we have obtained wealth, also paid a very painful price. Safety in coal mines has become the focus of the community. As the typical old industrial bases in China, Jilin Province's Safety in coal mines is also quite prominent. How to provide the corresponding material safeguard for the dead or sick employees after the accident, which not only relates to the enthusiasm of the workers, but also relates to the economic benefits of coal mining enterprises. From long-term says, it relates the society the stability. Therefore, coal workers compensation for industrial injury is very important. We need a robust mechanism for coal mining enterprises industrial injury insurance.Looking from the practice of various countries and regions, coal mining enterprises work injury insurance system has three paths to choose:One is to establish a socialized work injury insurance system, and second, employer's liability insurance, third, work injury insurance and employers liability insurance coexisting. In Jilin province, work injury insurance and employer's liability insurance coexist. But industrial injury insurance and employer's liability insurance have their own problems. First of all, the system of industrial injury insurance rates is not scientific, pay insufficient attention to injury prevention, injury rehabilitation start late; Second, employer's liability insurance has developed slow in the coal mine, which is caused by a number of reasons, for example, insurance companies are reluctant to insure, mine officials lack of risk awareness and insurance initiative, miners lack of awareness of rights protection, insurance is complicated, insurance quality is poor. In this case, how to use the advantages of industrial injury insurance and employer's liability insurance to solve their own problems and give more and better protection of miners, is a topic worth exploring in depth. In this article, improving the Jilin Province coal mine workers' compensation insurance mechanism is the starting point, hope to learn from successful experiences at home and abroad, combine with the actual situation in our province, improve injury prevention measures to promote the industrial injury insurance and employer's liability insurance integration of development, build a complete injury rehabilitation system to provide a more robust insurance mechanism for the coal mine workers in our province.In the introduction section of this article, I describe the research background, purpose and meaning. The second part is the empirical analysis about the coal mining enterprises injury insurance and employer's liability insurance, through analysis and comparison, discover the problems about industrial injury insurance and employer's liability insurance during the implementation of coal mine in Jilin province. The third part mainly introduces the status of industrial injury insurance, successful experience and inspiration of our province. In the fourth part, propose coal enterprises ternary model of industrial injury insurance based on the the original industrial injury insurance system. In this part, I first analyze the necessity and feasibility of professional industrial injury insurance;And then analyze the relations between industrial injury insurance and employer's liability insurance, discuss the feasibility of developing fusion;Finally in our province establish a wide range of coal mine injury insurance system, in which prevention is the leading, industrial injury insurance is the primary means, employer's liability insurance is added and the consummation recovery system is a backing.
