Employment is the people’s livelihood. Employment service is also the important basis of public service. As the largest commercial city in China, Shanghai takes important role of "the vanguard of reform and opening up, the pioneer in the innovation and development" these years, driving the city’s urban construction and economic development forward. Accelerating the rate of transforming governments’ functions and creating service-oriented government have been the primary targets of comprehensively deepen reform.As the population of migrant workers increases in Shanghai in recent years, they have become the main body of Shanghai’s modern industry workers and an important power of the modernization. The Phenomenon that migrant workers are absent of public employment service(PES) is due to the existence of the household registration system and the urban and rural segmentation system. Achieving equal PES is not only the key words of social justice should be reflected, but also the common complaint of migrant workers who legally and stably work and reside in Shanghai.In this sense, Shanghai should attach great importance to realize equalization of PES about migrant workers who according with city’s construction, economic and social development need. Meanwhile, Shanghai should reasonably control the size of population. Shanghai’s public employment bureaus are high on the agenda of migrant workers’ employment problems and helping them to blend in with the urban development process.This paper proceeds from the concepts and theories, and then summarizes Shanghai’s PES equalization effect and main problems by literature, questionnaire, survey and other ways. Moreover, it abstracts the thread and measures for PES about migrant workers from the perspective of building service-oriented government. The author believes that Shanghai should provide equal services as the basic requirements and realize the hierarchical supply of PES by the principle of "reciprocal rights and obligations". The efforts will be made to bring population growth in megacities under control. The government should accelerate its changes in service ideas and management mindset, consolidate and improve the law and system. Improve service supply capacity and expand service coverage, in order to enhance service efficiency and service ability by market-set system.This paper consists of six chapters. Chapter 1 is the introduction part which introduces the research idea, research methods, main content and the domestic and foreign research present situation, laying the groundwork for further dissertation. Chapter 2 defines the core concepts of the paper, and summarizes the present research the theory, such as new public service theory, formed the theoretical basis of this study. Chapter 3 analyzes the supply and demand situation of migrant workers’ PES in Shanghai, the main factors that affect the PES and its problems and reasons, which provides practical basis for the research. In Chapter 4, PES practice and experience of developed countries and other provinces in our country are summarized. Based on the former research, Chapter 5 creates the solutions of PES about migrant workers. Chapter 6 makes a brief summarization of the paper.
