| For a long time, because of the household register system in urban and rural area as well as Heavily City Light Township development strategy, the "old-age" insurance present the model of the "two dollars system". In this "two dollars systems", compare to the urban endowment insurance, rural endowment insurance exists a lot of unfair system settings. It is not only effected the basic rights and interests of rural residents but also prejudiced social fairness and stability. Therefore, studies on unfair endowment insurance system between urban and rural area, and set up a fair system of urban and rural social endowment insurance became particularly important.This article sorted out academic research results and related theories about the urban and rural endowment insurance. From the perspective of a fair system, researching the existing framework of the social pension system and operational state in Guizhou Province, pointed out that there are some injustice in urban and rural social pension insurance system in Guizhou Province. Meanwhile we analyse from different aspects of the system itself, the regional economy policy development level and so on. Based on this, I combine the actual situation in Guizhou Province, on the footing of fairness and justice, proposed the establishment of urban and rural social endowment insurance multi-step strategy and corresponding countermeasures.The first part of this paper mainly discussed the background and significance of this research. The second part is the literature about the urban and rural endowment insurance system from the domestic and foreign scholars. Set up the definition, significance and related route choice of urban and rural endowment insurance. Combined with the domestic and foreign research on fairness of endowment insurance system in China, it is concluded that the development direction of social endowment insurance in the future as well as its principles which should be follow. The third part expounded the foreign social endowment insurance system. Get the analysis to the fairness of social endowment insurance system in China. The fourth part introduced the historical evolution of the social old-age insurance system of Guizhou province and discussed the system framework and practice, found that the system is fragmented and unfair situation. In the fifth part, compared with the conflict between beginning designed on the endowment insurance system and the practice as the breakthrough point, systematically analyzed the fairness of the system of social endowment insurance in Guizhou clearly established the significance and feasibility of urban and rural endowment insurance, pointed out its restricting factors at the same time. The sixth part discussed on the guiding ideologies, basic principles, route choices and policy suggestions of the system and discussed the expectation of the urban and rural social endowment insurance system of Guizhou province in the future. |
