With deepening of the reform and opening up to the outside world of China, People’s living standards improving and the diets diversification, baked goods become an indispensable choice. The baked goods market has become significantly liberalization in our country and the market is more competitive. Hence, the baked goods enterprises are facing unprecedented competitive pressures. If an enterprise wants to survive and make profits in the fierce competition market that development strategy is an urgent problem need to be solved. A baked enterprise wants to develop, its own development strategies must be based on the actual development itself. Baking industry is an emerging industry which blend of Chinese and Western food culture, and the development of baked market in our country has a great potential and broad prospects and vibrant market. The baked enterprises reform and development of China has made remarkable achievements, but there are still many deficiencies. Therefore, the further reform and development of our country construction industry should be from the actual situation, and develop practical development strategies.This paper took strategic management theory as the theoretical basis, and combined with the actual situation of M Construction Group in Zhejiang to analyze the industry characteristics. In the course of the study, we will combine using normative research, empirical research, qualitative research and quantitative research. In order to establish the development strategies of M company in Zhejiang, we comprehensive use literature research, PEST model, Porter’s five forces model and SWOT analysis and other research methods. First, we reviewed the conception and content of corporate strategy and strategic management, and relevant theory development process; Secondly, we analyzed the current development situation of baked industry in china, and pointed out the advantages and disadvantages of the construction industry; then introduced the specific circumstances of M company in Zhejiang:Again, we made an environmental analysis of M company in Zhejiang, respectively used the PEST model to analyze the macroeconomic environment and Porter’s five forces model to discusses medium environment. Based on the environment analysis of M company in Zhejiang conducted SWOT analysis. Thorough the strategic management, the above construction industry research and the SWOT analysis of M company in Zhejiang to its future overall development strategy; finally, combined with the above analysis, from business management, marketing, corporate culture and a variety of business development and other aspects of the development strategy for the concrete implementation of the strategy.
