Publication Of Corporate Financial Management System And Then Build The Research

With the continuous development of our economy and society, governments at all levels have vigorously promoted the classified reformation of government-sponsored institutions in recent years. The transformation into enterprises of the publishing units is also one of its main contents. Before reformation, the publishing units always engage in publishing, printing and distribution business to fulfill its functions by the organization of government-sponsored institutions, such as orienting public opinion, cultural communication, science and technology popularization. The nature of the government-sponsored institutions established for the publishing the tunit to fulfill the functions by providing an institutional guarantee, but also caused inefficient allocation of resources to some extent. Therefore, this study base on the theory of financial management, combine with corporate social responsibility theory that discussing the construction of publishing unit's financial management system after its transformation. Based on the analysis on the problems of the early XX Press's financial theory system, this paper presents a strategy about the reconstruction of XX Press's financial management system from the angles such as financial management goal setting, resource allocation to enhance efficiency and improving the financial management system by using financial management theory and the view of corporate social responsibility theory, in order to provide a new perspective and a theoretical basis.This article firstly elaborates the background of publishing units' reformation and points the need of transformation is beneficial to build and maintain a good order of market competition; the dislocation between publishing unit of the qualification in the market economy and the nature of the business activities carries out the probability for the publishing unit's reformation and puts forward the need of publishing units performing in its functions, combine with the perspective of corporate social responsibility theory Secondly, this paper generalizes the financial management theory, object of financial management, including the principles, contents, methods and procedures of financial management system and lays the theoretical basis of this study; Finally, based on the analysis on the problems of the early XX Press's financial theory system, this paper prefers strategies for the reconstruction of the XX Press's financial management system. The strategies includes:(1) a reasonable choice of social responsibility of financial management objectives; (2) expanding financing channels, optimize the capital structure; (3) building an effective investment management mechanism; (4) paying attention to equity investors, improve the dividend distribution policy; (5) establishing and improving financial risk management system; (6) Constructing a corporate governance requirements of modern enterprise structure; (7) sound financial management functions of the organization, strong financial management personnel training; (8) Reconstruction of the performance management system.
