Take advantages of technology to improve management of league members is a significant task to be accomplished.In this paper based on Communist Youth League working committee in south district of Guizhou, with the background of information system establishment, taking the consideration of practice, experience and situation there, the author does researches of technical application to management, clarifies the running procedure and functions as well as designs a personnel management system to support both head functions and departments operation. In which the concept, framework, basic functions and business demands of E-management are also demonstrated. The functions can include all activities involving in management, such as organization management, personal basic file of floating members, human resource–out sourcing, jobs creation and file management, etc. to improve the whole management of the CYL members.The accomplishment of personnel management system of league members in south district of Guizhou makes great contribution to highly working efficiency and quality, information accuracy, timeliness and completion, the improvement of the whole work management as well.
