LEO satellite mobile communication system has become an important branch of global mobile communications system since it proposed. With the construction of the proposed global mobile communications systems, LEO satellite mobile communication system on its own low propagation loss, small propagation delay and small transmit power is developing. This article analyzes and studies the LEO satellite communication system, establishes a LEO satellite mobile communication system simulation model.Then studies the call admission control policy and interstellar routing policy.CAC is an important part of LEO satellite mobile communication system, its goal is to quantitative changes in accordance with traffic users for the new call and handoff call users to a reasonable allocation of radio resources,how rational and effective use of satellite system resources has become the focus of the CAC. This paper compares the ground mobile communication system and LEO satellite mobile communication system, then designs a CAC for LEO satellite communication system. By comparing several typical channel assignment algorithms, combined with its own characteristics of LEO satellite systems, an improved adaptive channel allocation strategy was designed. Through OPNET simulation to prove that the designed adaptive channel assignment algorithm has good performance, can effectively reduce the rate of handoff call users for LEO satellite mobile communication systems.Interstellar routing policy is an important part of the LEO satellite mobile communication system. To reduce the LEO satellite mobile communication systems rely on ground mobile communication system, LEO satellite mobile communication systems must be introduced ISLs. In order to keep up with the pace of development of the land mobile communication systems , make LEO satellite mobile communication system can be more convenient, flexible and efficient completion of the communication between mobile users, LEO satellite mobile communication system must have a strong onboard processing and switching capabilities. This simulation tool in STK inclination through the analysis of different satellite constellation on the ground coverage, choose an orbital inclination of 30o of the 24 stars system to set up a satellite link model. For the LEO satellite mobile communication system built onboard processing and exchange model in the OPNET simulation platform. By analyzing several typical interstellar routing algorithms, consider the dynamic factors of the LEO satellite mobile communication system, design a minimum user delay dynamic routing algorithm. Through OPNET simulation, show that the dynamic routing algorithm has a smaller interstellar delay, to meet the LEO satellite mobile communication systems.
