The low earth orbit (LEO) satellite systems are becoming more and more popularamong people and will make an important role in the future personal communicationsystems (PCS) for their less propagation delay, less power requirement in the userterminal and the satellites. In this paper we focus on the key technology of RadioResource Management (RRM) and Small Satellite Formation Flying (SSFF). Thepaper is divided by 3 topics and provides a detailed discussion on these topics inchapter 2,3,4 respectively: chapter 2 focuses on the topic of the call admissioncontrol algorithm (CAC), an important part in RRM. Followed by the research onthe topic of SSFF: chapter 3 focuses on the geometrical characteristic ofinterplanetary satellite links (ISLs), and chapter 4 discusses the ways of linkestimating on these ISLs .Since LEO's limited geographic coverage and high-speed movement comparatively to theearth, every cell in the coverage requires a technique to optimize the system performancebecause of the high-rate arrivals of the calls. The famous Guard Channels algorithm provideshigh-quality on the handover call probability, but doesn't do well on some other aspects. In thispaper, a PGC ,which means Part Guard Channels algorithm is introduced in chapter 2. Propertiesof these two kinds of algorithms are studied on some important aspects. Finally, computersimulation results are given and analyzed, which proves that the system's performance can beimproved obviously.Chapter 3 focuses on the geometrical properties of interplanetary links (ISLs) ofthe Small Satellites Formation under the elliptical orbits, including the azimuth,elevation and the distance. the article addresses the mathematical formula for thesecharacteristics., and then presents the simulation results based on the givenexample. The paper also analyzes the law that the formation flying's ISL'scharacteristics changes with the parameters of the satellite constellation.In chapter 4 the main topic is to analyze SSFF's ISLs budget.
