In recent years, following the development of computer technology, communication technology and multimedia technology, the traditional classroom-based teaching model has already become too old to meet today's teaching environment. Web-based long distant on line education has become an important means of modern teaching and learning activities. And it has also been considered as a bridge for people to share outstanding teaching resources. This modern long distant on line education has shown its prosperity and narrowed the gap between the cultures of all ethnic groups. What is more, it has become the main theme of the information age in today's society. Not only has the modern long distant on line education made great expansion in teaching field and opened countless doors for learning activities, but also called people for having reconsideration in current restructuring of the educational system and social redistribution of educational resources. This new branch of education has great significance in China for vast in land and large in population, and it is also a remote teaching and a learning mode that has a promising future.This paper shows relatively complete network teaching platform design, and describes sub-modules and subsystems in network teaching platform by drawing valuable experience and standard system related information about long distant on line education from home and abroad. The problems discussed in this paper mainly includes following several aspects:(1) Description of e-learning development home and abroad, its different time stages of development in china and its influence to Chinese education;(2) Analysis of the IEEE 1484 standard system, ADL SCORM specification, as well as technical standards for distance education;(3) Discussion on whole e-learning platform and design program, and an analysis on the functions of each module in detail;(4) Analysis of automatically Q & A technology in e-learning system, and on function to achieve an automatic answer through the initial RMM algorithm; (5) Study of the methods that appropriate to the sub-standard production of network courses, and introduction to the structure of a specific model of courseware;(6) Achievement of bilingual learning platform and e-learning platforms under the condition of network environment, and tests and given test results on the some parts of the contents that are related with the performances and functions.In the e-Learning platform, B/S network computer model is used according to the Ministry of Education for distance education and foreign main technical specifications and standards. The integrated design for the network curriculum and teaching support will have great significances in realization of high interactivity, cross-platform, and scalability good characteristics. This paper gives more references to further the study on educational technological information project and bilingual-learning platform in the north-western regions of China.
