After the WTO Transition Period, the domestic financial industry has become opened up in a comprehensive way and the various banks are experiencing fierce competitions. The financial environment for banking is undergoing profound changes, which make most banks face new challenges. As a result, some of the large commercial banks have put forward the strategies to deal with these challenges, such as "Prosper the bank through science and technology" as well as "Lead the bank by science and technology". Currently in the large domestic commercial banks, more than 99% of the transactions are made by computers. At the same time the integration between transactions and Information Technology is getting closer. With the wider application of IT, the bank computer business processing system is facing a growing number of problems:poor flexibility of computer systems, too complicated technological systems and incompatible technical standards, etc. All of them can hardly adapt themselves to the rapidly changing transaction needs. In order to fight the great pressure made by the market competition, all large banks are developing a new generation of computer business processing system. The diversity of financial products and the variability of managing modes require a higher demand towards better performance and functions from this system. Making a good pre-planning and overall design is the premise to ensure a scientific, advanced and adaptable new computer business processing system.Enterprise architecture is a concept and method which is used to organize the business architecture, further analyze and plan the IT architecture, guide and standardize the construction of the computer information system from a strategic enterprise point. It is one of the best concepts and methods most frequently applied by the major international enterprises for their researches and improvement of information system structure. As to the nature of IT planning, it is a bridge that gaps the enterprise strategy with the IT support system. On the basis of a good understanding of the transaction strategy and process, a top-level information design is made through an enterprise architecture plan, which creates a flexible and stable IT structure and builds a harmonious environment for the IT. Thus the enterprise's business strategy, the transaction process and the specific information system can be unified. It depicts a vivid blueprint for enterprises of transaction, information, application and technological interaction in the future enterprise informationization. In line with the basic concept and method of the enterprise architecture, this paper analyses the business activities concerning the layout, the process, the management of the domestic banking industry, etc. According to the business value chain, the complex business activities of the domestic banking industry are abstracted into the market planning, product development, marketing, sale, product performance, service, financial accounting, risk control, policy-making support, and internal management and so on. And a business structure view is drawn to further analyze and plan the application, the data, the infrastructure, the technological management and other IT structures for the domestic banks. It also carries out a scientific planning and an overall design for this new generation of computer business processing system which effectively avoids problems like disconnection between technology and transactions, the inflexible system, too complicated technological system, and incompatible technical standards, etc. As a result the software development department can efficiently cope with various demands from all business branches.
