Heterogeneous data integration and exchange is a focused issue in the research of information services, and heterogeneous data conversion is one of the keys to solve this problem. A new heterogeneous data conversion method based on semantic models of expert information is proposed by combining the characteristics of expert database. It aims at resolve the problem of establishing a data mapping in a heterogeneous data conversion process and the semantics integrity of the converted data.In this peper, the establishment method of semantic model and its implementation process for the expert database are researched and designed by analyzing the data characteristics of expert information database. In order to determine the semantic matching relation between the semantics of expert data, the attribute-based semantic similarity calculation model is proposed to calculate the semantic similarity of export information. With analyzing the features of traditional semantic similarity calculation method, the semantic similarity calculation of experts attribute is implemented by adjusting the parameters and weights of the calculation model. This method is applied into the Ministry of Education Expert Database and the Hunan Province Expert Database of Network Evaluation with establishing the semantic mapping between the expert data based on the results of semantic matching.For the data elements without existing mapping relationship, in this paper, two methods are proposed to resolve the problem in the process of data conversion which are new values creating and nested elements grouping. At first, the semantic mappings are added into the semantic model, and then the new method of divisioning the attribute sets in the principle of the importance of data elements is proposed to created an directed graph of attribute sets with the proposed principle of the directed graph based on the characteristics of the ceated directed graph. And the method is also applied into the data conversion between the Ministry of Education Expert Database and the Hunan Province Expert Database of Network Evaluation, and the practicability of the proposed method for heterogeneous data transformation of expert database is proved by analyzing the results of data conversion.
