This paper study that the court how to make use of the case being taken effect and to actualize the fair in work.Based studying the fundamental theory of CBR,this paper study the feature weight centrally and introduce the linear-regression model for CBR matching. It utilize the character of the method of least square of being linear regression, and compute the comparability between different case accurately, which will help to gain it's ends that reusing the preterit case.This paper integrate the theory of Rough Set and comparability to compute the matching between different cases. Firstly, the theory of Rough Set wipe off the excrescent character of the case. Secondly, the theory of comparability actualize the case matching. This method is efficiency . This paper design the assoeted arithmetic based Rough Set.It can resolve the problem of the one with mulriple peccancy,and can control the precision of case matching.This paper applies CBR and Rule-based Reasoning(RBR) in judge counseling,and empolder the expert system according to the instruction of the expert and the knowledge of the judge counseling.
