With the rapid development of network technology, the application of multimedia in the Internet becomes more and more variety, especially surged in the demand of real-time video-on-demand and live business. IPTV, that is, interactive internet protocol TV-a integration of Internet, multimedia, telecommunications, content delivery and other technologies, provides interactive services including digital television broadcast, on-demand for a large number of home users. These different applications required the accordingly QoS (Quality of Service) requirement, QoS is usually measured by bandwidth, delay, jitter and packet loss rate. The enhancement of QoS is of great significance for the promotion and development of IPTV.This dissertation firstly introduces the structure of IPTV business platform and make analysed at all levels.Then we did some stduy on the practical application of a number of key technologies such as video codec technology, streaming media technology, multicast applications in the process of network delivery, content distribution. In combination with the technologies of business classification, queue scheduling algorithm, congestion management, resource reservation and other areas, we can achieve a designation that ensure the basic requirement for QoS satisfaction and network deployment. As a complicated systematic project, It is not enough only with QoS guarantee for the bearer network, reliable end-to-end transmission technology, the quality of business needs to take multiple factors such as the content of video and audio, network conditions, end-user experience into consideration. We can introduce the QoE designation that emphasis on the quality of user's experience, and developed an end-to-end QoS monitoring program characterize by distributed deployment and centralized management referred to the parameters MDI. At the same time, we did some optimizations and improvements for the major QoS aspects from source-to-end: the video encoding of the first end, content distribution networks, IP bearer network and broadband access.
