IPTV service is a series of interactive multimedia services based on IP Load-carrying Net. It includes stream media services, communicating services, game services and information services, thereinto stream media services is the basically services. Thus design of IPTV net ought to include design of IPTV Load-carrying Net and design of IPTV system.Main works of this article base on design of IPTV network in ChengDu. Combining practice ,we give theoretical analysis of IPTV system and IPTV Load-carrying Net in this article. Distribution and computation of network performance parameter and design of IPTV network are described in this article. We also prove their correctness by actual test.Firstly, because IPTV is a rising technology domain, research of design of IPTV network and distribution of QoS performance parameter is at underway stage. We analyse stream media services's bandwidth demand and compute the number of IPTV user that ChengDu's MAN can support. For the different services of IPTV,We compute QoS demand and get result. The result is base of design of network and test. The result is a good blueprint for designer of IPTV Load-carrying Net. We design ChengDu's IPTV Load-carrying Net in detail, include access authentication mode, multicast and QoS design. QoS achieve through Diff-Serv Over MPLS,access layer and BRAS and backbone layer equipment use different QoS policy.Secondly, we analyzed some key technology of IPTV business including coding, stream transmitting and storage technology. We selected Rolling Stream of UTStarcom as solution of ChengDu's IPTV system by result of our analysis. After we got certain initial requirement,we designed the IPTV system, including design of node deployment, design of configuration of equipments, design of switch'port, design of system network,give the security policy and the config.Finally, we describe engineering test including network performance parameter test before IPTV running and multicast test, long-dated deployment simulating test, user experience test after IPTV running. These tests prove correctness of analysis of theory of Load-carrying Net and design of deployment. These tests also prove success of design of IPTV system.
