As a media which is generalized,broad andexoteric,it is effective to the most people.Compare with other way,the Internet is quicker,more economical,more direct-viewing and more effectively to promulgate a thought or the information.It leads to a new phrase which is Public Opinion.Public Opinion means the political attitudes of majority people towards the state managers about the occurrence and development of some social issues under some kind of social circumstances.With the popularity of the Internet,network,public opinion take "multi-media" as the biggest feature,network information abundance of public opinion show "explosive" posture.First,the amount of network public opinion information is huge,and the second is its numerous categories;third, the background information is complicate,especially sudden events and social epidemic events,often cause common concern of various social groups and political forces immediately.In such circumstances specify and classify all the views by hand is unrealistic.Only by using computer technology to collect and analysis public opinion corpus automatically can establish a comprehensive,effective and fast public opinion monitoring early-warning mechanism.In order to enhance the information control of internet and information collection and clear up,the thesis designed a system which is called public opinion monitoring.According to the development status of internet,it leads to the problems we caught in the system construction of public opinion monitoring during recent years and the way to solve them. It also analyzes the goal and principle of designing construction.Of course,it summarizes the whole system architecture,the subsystem analysis and the requirement to build the machine room.At the same time, it deeply expatiate the system function,the item budget and scheduling. It will make a contribution in the field of replying the sporadic public event and hold the public opinion.
