With the flourish of short message service on mobile communication, more and more Service Providers (SP) devote to developing the Short Message Service. As the Service providers found that they have to meet with complicated situations, such as the concurrence of different mobile operators, distinct kinds of Internet short message service protocols, and the APIs being provided by multi-developers, much energy were invested to dealing with the lowest layers communication, which makes them too cornered to focusing on the development. That is called the bottleneck, which would prevent the SP from developing rapidly. So, such a short message development framework, which can implement the four short message protocols, as well as being extended by the SP to develop there own service, would help to improving the efficiency and quality of the development.Here, we make a deeply research on how to develop an extendable and unified short messages management system, and proposed a framework for the designing of unified PDU( Protocol Data Unit) management. On the handling of the lowest layers communication, we applied the event-model to achieving rapid self-triggering, which can both enhance the efficiency of net-communication, and offer the SP with the interface, which make them being convenient to self-define the mechanism to handle certain event. This project adopted the message queue mechanism, which helped to achieve the inter-system and intra-system transfer. The queue not only made it possible to resend due to timeout or error protocols, but also offer the SP with the interface.
