The core thinking of internet is the transparence between peer and peer, that is"intellingentize the terminator and predigest the network". Just about the thinking, Internet develop rapidly during the recent 38 years. And the lack of security, administrability, extensibility and continuable development about the thingking, Internet face flinty challenges. Internet can not satisfy the request of the QoS, the security become more and more terrible. It is the right time to solve the problems of Internet now. So, Nov.2004, U.N. established Working Group on Internet Govermance(WGIG). And in 2005 Augus, National Science Foundation promulgated the plan of rebuilding Internet, what is GENI(Global Environment for Network Innovation). In china, the project of research onnew network architecture was also added in 863 and 973 guids.UESTC New Network Architecture Lab take on the corresponding creative foundation. Inter frame gap spacing(IFG spacing)which is discussed in the paper is a very important part of the work.IFG spacing is very different from the existing traffic spacing. It is that after the up peer send a frame, will wait a△t time, then send another frame. The△t will make the down peer have dnough time to handle theframe. In this way, the down peer never been"flood". So, the net congestion will not happen, if every route of whole network adopt IFG spacing.The purpose of IFG spacing is congetion controlling. Method of network congestion, discuss the IFG spacing scheme in software method and hardwawre method. And the test result will be set out last.
