With the rapid development of Internet, traditional ground supporting network can not meet the needs any more, the satellite network becomes an essential ingredient of Internet gradually. However, TCP protocol is one of the two transmission protocols, which is mainly designed for the ground networks, the new generation satellite network has high bandwidth and long timing delay, if the traditional TCP protocol applies to the satellite network directly, it will greatly reduce the protocols' performance and waste the precious satellite network resources.Congestion controlling mechanism is the main factor of affecting TCP protocols' performance. The traditional congestion controlling mechanism applied to satellite network will greatly reduce TCP protocols' performance. According to the disadvantages of various current proposed TCP congestion controlling mechanisms, this paper proposes a new end to end congestion controlling mechanism: TCP-RC. which is adapted to long timing delay satellite network and can determine the network bandwidth and proper congestion windows by observing the changes of RTT coming from different length data bags. Finally, this paper has carry out the verification of improved scheme by NS2 simulation platform, the experiment proves that this improved congestion controlling mechanism is better than current main streamed end to end congestion controlling mechanism on throughput, equality and amity.
