Recent years, the structure of communication network has changed profoundly, one aspect is that the data service which is mainly IP based develops rapidly, it has become the dominant service in telecommunication networks; the other is the large technical progress in communication, ATM,IP and other techniques gradually become mature, the network technique is on the evolution of packetizing, fiber optic and wireless. The service growth and technical innovation push forward the development of NGN (Next Generation Network).A Next generation network (NGN) is a packet-based network which can provide services including Telecommunication Services and able to make use of multiple broadband, Quality of Service-enabled transport technologies and in which service-related functions are independent from underlying transport-related technologies. It offers unrestricted access by users to different service providers. It supports generalized mobility which will allow consistent and ubiquitous provision of services to users.Softswitch is the core technology of NGN. It is based on the thought that separating control and transmission, has an open architecture and good architecture expansibility, implements distributed communication and control. The adoption of softswitch can realize the convergence of multiple service networks, optimize the architecture of core network, save equipment and resource, reduce the maintainence expense, raise the quality of communication and bandwidth utilization.Along with the reform of China telecom operators, China Unicom and China Netcom merger into the new China Unicom, which provides a good opportunity for the new Unicom to develop softswitch technique. The author combine practical work in Inner Mongolia Unicom, refer to the strategy of NGN of China Unicom, present the following content in the dissertation:1. The background of softswitch technique and its technology theory, analyze the feature of softswitch in detail, introduce the application of softswitch technique.2. The current situation of network of Inner Mongolia Unicom, analyze the architecture of traditional PSTN network and the operation condition.3. Propose the development design in the transition from current network to softswitch, describe the process in detail.4. Predict the prospect of softswitch.
