The mode of office work has a fundamental change in departments of the army. It creates a broad space for the improvement of Comprehensive Information Management System in army units. To improve the quality and efficiency of office work, to enhance the scientificity and validity of decision-making and promote the deep development of informationization construction, army units have an urgent requirement for the comprehensive information management office platform which integrates network office, transaction management and information exchange.Firstly, the paper expatiates on the significance and the necessity of the research according to the actual situation in the background of the construction of comprehensive information management system in army units. Secondly, the paper makes an intensive study of the basic knowledge and related technologies which are necessary to develop the system. Thirdly, the feasibility of the system is analyzed, the performance objectives and functional requirements of the system are well defined, software and hardware platform are determined and the system architecture is designed. Then the paper discusses the software development process and functional division. The construction of the database is designed according to the logic functions of the system. Finally, the paper focuses on the detail technology of the main functional modules including document management, storage management, BBS platform, SMS management, schedule management, etc. The paper also discusses the implementation of the security system of the ComprehensiveInformation Management System.The system uses Microsoft Visual Studio 2005 as its development tool, C # as its program language, SQL Server 2005 as its back-end database. The system is a B / S structure application and uses .NET, ADO.NET, XML as its core technologies. At present, the Comprehensive Information Management System is under test and trial operation in a unit of Nanjing Military Command. Practice proves that the system is running stably, safely and reliably. It basically achieves the integration, standardization, modernization and scientific of office work in army units.
