With the development of mobile broadcasting technology and the widespread using of mobile phone with video capabilities, most customers have increasingly been not only satisfied with text, picture, ring and low-quality video, but also watching TV with their mobile phones. We can reach that needs with the technology of streaming media or mobile broadcasting. Compared to streaming media technology, mobile broadcasting not only provides us with a new experience of watching TV, but also has its advantage in network construction and operating cost. So it has been calling attention to telecommunication operators. Mobile TV will develop rapidly in a short time and take a large scale of market. It will become a highlight in mobile broadcasting technology.Electronic Service Guide is one of the most important applications in mobile TV, and it is also the entry of mobile TV. Customers can easily browse and query TV programs, get TV programs'information, locate the programs, and get other rich information. After researching on the domestic and international technology of mobile TV, we decide to design a multimedia platform and provide a solution to prove its usability and efficiency.In this thesis, first, we present the situation of the mobile multimedia broadcasting technology and some important relative technologies. Then the solution for the overall structure of the system platform is presented. Later, the design and implement of the application software platform for client is emphasized, it includes the main modules, design flow and the implementation. And the mobile TV solution CMMB U-TVPlayer is also introduced briefly. In the end, the deficiency of this subject and the future of the mobile multimedia broadcasting technologies were discussed.
